Outpave Surface provides a managed precision application service on company-owned trucks. Agencies and owners specify the treatment and retain their selected materials; Outpave provides the application capability, and for treatments built from two materials, each component runs through its own dedicated, independently controlled delivery system.
What makes the service different is patented: the ability to apply two materials in a single pass, each at its own controlled rate, without the two ever mixing inside the equipment. The full patent detail lives on the platform page.
Who Leads the Work
Brian Fennell
Brian has spent over 30 years in asphalt and pavement preservation. He developed the dual spray bar application method at the heart of the platform and carried it from concept to a manufactured machine, launched publicly in 2024. He leads the company from Fort Lauderdale, Florida.

LeeBoy PR900
A dual-tank maintenance distributor: separate 600-gallon and 300-gallon tanks, separate spray bars, automatic in-cab rate control, stored presets, and radar ground-speed sensing, per the manufacturer’s published specifications. Launched publicly with iEmulsions at LeeBoy headquarters in October 2024.
